Entry on to site or business premises

On arrival at site 1st Locks personnel report to site manager if one exists, or reception to notify customer our presence on site.

1st Locks personnel will ensure that the person responsible for the client’s property will know:

  • Who we are (1st Locks)
  • The nature of the works to be completed
  • Clearance is obtained from customer to proceed
  • That the customer is happy with the parking arrangements of the company vehicle

All loads are to be properly secured at all times and vehicles must never be reversed into a confined space without an attendant present to ensure clearance.

Access restrictions to certain parts of the customer premises or households are strictly adhered to, in accordance with the customer’s wishes.

1st Locks personnel will familiarise themselves with any site arrangement with regards to action to be taken in the event of a fire.  This may include alarms, means of escape and mustering or safe meeting points.

Any combustible materials (paper, rags etc.) are cleared away on a regular basis and in a timely fashion.    No rubbish is burned on-site or in the vicinity of any buildings.  Any empty containers are removed from site responsibly and not allowed to accumulate.

All notices relating to smoking, baked lights, burning or welding are adhered to strictly. No hot works takes place without prior clearance and correct administration.

Appropriate first aid equipment is to be carried with 1st Locks personnel and is to be readily available near to the place of work.

1st Locks personnel comply with the requirements of the COSHH Regulations 1999. If any hazardous materials or substances are required to be used both the site representative and 1st Locks Head Office in Birmingham will be informed. 1st Locks will provide COSHH Assessment sheets where appropriate.

1st Locks undertake to store any materials falling into this category in the correct manner and in accordance with manufacturers recommendations.

All waste and empty containers identified under COSHH Regulations as hazardous must be removed from site and not be allowed to accumulate.

1st Locks verify that all plant and equipment brought onto site is of a sound and good mechanical construction. The equipment must be properly maintained and fit for purpose. All operatives must have had appropriate training and experience to use any such equipment as part of their role.

All plant and machinery is operated by persons able and authorised to use such equipment and it is not to be used by any unauthorised persons.

Any speed limits on site are to be observed and adhered to. Load limits are to adequate for the vehicle on site or in attendance.

All 1st Locks personnel are to ensure that all signs and markings erected to warn of the risk of danger conform to the requirements of the (Safety & Signals Act 1996) Colours and designs in respect of the above must comply with the specifications of the relevant British Standards Council.

1st Locks personnel must ensure that their site is kept to an acceptable standard at all times and in the event that they have to leave the site for any reason whatsoever to ensure it is left in a sound and acceptable condition and does not present any danger to the customer or the general public.

1st Locks may, in conjunction with the customer, carry out routine inspections to large installation sites to ensure that standards are maintained.

1st Locks confirm that all hand tools provided are suitable and appropriate. 1st Locks personnel undertake to carefully collect and return any tools to their correct storage location and that tools are to be counted out and back in.  They are not to be left on site for longer than necessary as required as an active part of a repair or installation.

1st Locks will ensure that all powered abrasive tools and equipment are maintained in good order having the correct disc or wheels, fitted with guards or backing plates in accordance with the requirements of the provision and use of the work equipment Regulations 1998 and HSE.

Grinding wheels or abrasive discs shall only be fitted or changed by a competent person who has a certificate of training and competency.  Personnel will be provided with and required to wear approved eye protection in accordance with the personal protective equipment at work regulations 1998.

Where any work involves the handling of asbestos, personnel must conform at all times to the requirements of the Control Of Asbestos at Work Regulations 1987 and the relevant code of practice.

Under no circumstances are personnel to remove any asbestos when on site or premises and any site or premises that asbestos is found in should be reported to Chris Fisher at 1st Locks immediately.

Children are not to be brought to any site or premises or are members of the public to be encouraged to enter sites.

1st Locks personnel must comply at all times the requirements of the use of Transportable Pressure Receptacles Regulations 1996.  All cylinders not in use should be stored in the correct manner. At all times the appropriate signage should be visible.  Under no circumstances should Flammable Gas Cylinders of any kind be stored inside site office/general office or domestic premises.

Personnel should ensure that all Gas Cylinders are never left free standing and they must be secured in an upright position on a cylinder barrow or in a compound.

1st Locks personnel are not allowed to enter any confined spaces such as vessels/Tanks and pits without prior consultation with the site safety officer or with the express permission of the owner of 1st Locks. All personnel should adhere to the provisions of the Confined Space Regulations 1997.

All electrical apparatus must comply with the requirements of the Electricity at Work Regulation 1989.  All portable appliances and leads used are regularly inspected and tested in accordance with The Electricity at Work Regulation 1989.  Records of test results are kept and can be made available for inspection by any relevant authority.

Lifting Equipment is used where appropriate and where the Manual Handling Regulations 1999 identify an unacceptable risk.  All items of lifting equipment brought onto a site or premises comply with the requirements of the Lifting Operations Regulations 1998 (LOLER). All items of equipment are inspected every 6 months and maintained in good order.

In the event that the customer or any appropriate authority requires a Method Statement, 1st Locks will provide a copy.  Included in the statement is the fact that all personnel on site are competent to carry out the works and that they have received the relevant training.

In the event that a customer or any appropriate authority requires copies of the risks involved in carrying out a specific job, 1st Locks will provide this information to the satisfaction of the customer or relevant authority.  If such certificate has been requested the 1st Locks personnel shall not begin works until the risk assessment has been approved.

All roof works are to be carried out in such a manner so as not to present a danger to the operative or to members of the public. At all times the 1st Locks personnel are to ensure that if required an appropriate form of physical restraint protects the operative.

It should be noted that a physical restraint should be interpreted as meaning that should an operative fall from a leading edge he will be prevented from falling such a distance to cause him/her injury.

In most cases the appropriate form of physical restraint will be a properly secured inertia reel safety line with full body harness.  Due to the varied nature of works undertaken other forms of safety protection are considered acceptable as follows:

  • Safety Nets
  • Scaffolding
  • Mobile Towers
  • Propriety Systems
  • Static Safety Lines

The method chosen is to be detailed in the method statement if required.

If any works cannot safely be carried out from ground level then scaffolding or other suitable equipment should be used.

All scaffolding should be of sound construction and erected by a competent person – erected by registered scaffolders.  All reasonable measures shall be taken to ensure scaffolding is safe for its intended use.  Scaffolding inspections are to be carried out before commencing work each day.  In accordance with construction regulations scaffolding is also inspected after any inclement weather.
